International Diploma Building Citizen Security
A critical and transformative training on restorative justice, sentence execution, gender perspective and collective care. Designed to build security based on dignity, not punishment.
A continuity, a transformation
The diploma was born in 2021 with an unprecedented feature in the Spanish-speaking world: it was coordinated entirely from inside a maximum-security prison unit. This is its fifth cohort, with four editions previously completed (2021, 2022, 2023 and 2025) and thousands of registered students from 25 countries across Latin America and Europe.
This diploma continues the work started in the 2021, 2022, 2023 and 2025 editions, which consolidated a diverse community of knowledge: people in prison, judicial operators, prison staff, teachers, researchers, victims, released people, families and the general community.
The 2026 edition focuses on security based on restorative justice, social integration and collective care, challenging punitive models that perpetuate exclusion. It seeks to deconstruct narratives of enmity and to promote otherness as a reflection of our shared humanity.
Cross-cuttingly, emphasis is placed on the gender perspective and the inclusion of LGBTIQ+ people in the design of citizen security policies and practices.
General objectives
- Transform the predominant punitive and repressive paradigms, proposing citizen security centered on justice and social integration.
- Promote an ethics of care that prioritizes well-being, human dignity and mental health as pillars of democratic coexistence.
- Address crime and security from an inclusive, restorative approach with a gender perspective.

🎓 Certification
The diploma grants triple certification: those who pass receive three certificates, one from Universidad Liberté, one from the Universidad Nacional de Mar del Plata (Argentina) — University Extension Diploma issued by the Secretaría de Extensión of the Facultad de Ciencias de la Salud y Trabajo Social — and one from the Universidad de Antioquia (Colombia), through its Facultad de Derecho y Ciencias Políticas. General coordination is in charge of Universidad Liberté.
Requirement: there are two paths and either one is enough — 70% attendance at the synchronous meetings, or 70% of the classes and 70% of the activities in the virtual classroom.

The gender perspective runs across all the pillars.
Restorative JusticeCross-cutting
A path different from punishment, which seeks to repair harm and rebuild bonds. Dialogue, recognition, responsibility and care for those who suffered. Victims, people who caused harm and the community have an active role.
GenderCross-cutting
Face gender inequalities head-on, inside and outside prison. Citizen security policies with a gender perspective that focus on the care of women and LGBTIQ+ people: motherhood, sexual and reproductive health, housing conditions. Empathy, respect and equity.
Mental Health and Family
Confinement devastates subjectivity and with it dismantles family ties, partners, sons and daughters, friendships. Under the logic of emotional care, the rebuilding of the wounded social bond and the hope of a transformed future, mental health is proposed as a fundamental right for the recovery of people in prison.
Work and Self-Management
Work in confinement should not be punishment or exploitation. Cooperative self-management, popular economy, food sovereignty. Looking at experiences such as Cooperativa Liberté.
Education
Education in prison is neither a prize nor a temporary way out: it is a right, a commitment to oneself, a window to the world. Thinking, creating, transforming. Art, health care, work and reflection as parts of a meaningful life project.
Sentence Execution
Review how sentences are served from a human rights perspective. Alternatives that do not break ties or deepen exclusion. Long sentences, access to rights, victim participation in restorative processes.
This month's synchronous meetings
Every month there is at least one live online class, on Saturdays from 10 AM to 1 PM, also open to those who are not registered for the full diploma. Each class issues its own attendance certificate.

Each week you receive the material and assignment by email. Readings, reflections and practices to apply what you've worked on in your territory.
Zoom, Virtual Campus, Radio Liberté online and FM, YouTube channel. The training reaches wherever you are, also behind the walls.
Optional: apply what you've learned to a concrete issue in your community, with the support of the teaching team.
